Tan Kwang Cheak

Mr Tan Kwang Cheak was formerly the Chief Executive Officer for the Agency for Integrated Care (AIC). AIC is the agency under the Singapore Ministry of Health responsible for empower seniors and clients with appropriate care, drive care integration and transform the care community, so as to support aging-in-place and make Singapore one of the best places to age in. It achieves its strategies and key outcomes with a workforce of 1,400 and a volunteer force of over 4,000.  

His work experience spans over two and a half decades in the public, private and non-profit sectors. He first spent more than a decade in the Singapore Administrative Service, serving the public service in various leadership appointments in the Ministry of Education, Ministry of Defence, Ministry of Manpower and JTC Corporation. His last appointment in the Singapore Administrative Service was Director, Manpower in the Singapore Ministry of Defence, responsible for the HR and National Service policies and systems for the Singapore Armed Forces and non-uniformed groups in the Ministry.

He was subsequently the Senior Director for Operations, Brand Extensions, Business Planning and Human Resources in McDonald's Singapore, responsible for driving the business results of over 120 restaurants within the Singapore market. He subsequently took on the role of the Assistant Executive Director in the Singapore National Employers Federation. He was also the Director for Human Resources and Talent Development in MOH Holdings Pte Ltd, the holding company for the public healthcare clusters in Singapore, before he became the Chief Human Resources Officer at NTUC Fairprice Cooperative Ltd, the largest supermarket operator in Singapore and with a workforce of over 10,000.

Kwang Cheak has served on the boards of National Council of Social Services, Synapxe (IT provider for public healthcare in Singapore), SG Enable, Council for Third Age. He is currently on the boards of Workwell Leaders, a non-profit organisation dedicated to promoting mental wellbeing as priorities for companies, and Jurong Health Fund. He has also served on various national and Ministry level committees and councils.

Kwang Cheak is also a certified Institute of HR Professionals (IHRP) Master Professional, the pinnacle recognition for top HR leaders in Singapore. His experience and expertise span the areas of public policy, manpower planning and policy, organisational and business transformation, digitalisation and job redesign, total reward and performance management systems, leadership, talent and workforce development, and culture, change management and organisational development.  

Kwang Cheak has a Masters in Engineering (Telecommunications) from University College London, and a Master in Public Administration from Harvard University. He has also completed the Senior Executive Programme with London Business School.
